Why do people buy off sellers like this. £3.98 to post a hi-viz ? According to blurb he has 100% feedback, he better tell ebay they are lying

I had a look at his feedback and some of his replies to neutral and neg feedback are quite funny. Someone complained that the item broke straight away and he said "feedback was for the person not the product" and to someone who gave a neutral the reply was "if you are not going to give me 5 star feedback I do not want your rating" or "e-bay newbie, who has no idea how it works".
