just unpack it
as you said there should be 3 files. tiff, rar and cmd.

when icons view is changed to "thumbnails"

It came up with an error as it ran the command file .................... I have elements 7 and it mentioned elements 4 as the window ran the data, will it not work on elelments 7?

it should work with no problem. what windows do you have? and do you run it in admin mode?

I know it's not the same thing as having Windows Explorer show the thumbnails, but I've found FastStone Image Viewer to be useful for this kind of thing.
It's free from http://www.faststone.org/FSViewerDetail.htm and you can run it as a "portable app", so no installation is necessary (meaning you're not tied to the computer you've installed it on).
It displays psd thumbnails that my Windows XP Explorer won't. It'll probably display others, too, but I don't have any obscure ones to practice on.
