Does anyone do solvent printing with a white undercoating?

Probably a long shot, but a customer wants a graphic for their window (window cling) and it has to be waterproof. It has to be 1.5 in diameter and has to be on clear material. So the only way to print it without being see through is with a white undercoat before printing? Does anyone know anyone that would do that?
