Strange request but does anybody do printed footballs in small quantities ? To be used for signing and giving away.

Dave, how many do you need? These tend to be corporate gifts mainly because the panels have to be printed before making them into a football (just try pressing a football in a flat press
)
A screen printers where I worked in a previous life printed the panels for footballs & one of my claims to fame is that for 5 years I as the person who printed all the bits for the FA Cup final balls.

I guessed they were screen printed.
My other thought was that if they are only being sold for display purposes because they are signed if you can get some sort of permanent fix printed decal suitable for sticking on them.

Dave, I've just found this which may be of some help. http://www.personalisedfootball.co.uk/ It appears they are based in Denholme which isn't that far over the border from you.

If they are one offs I would suggest using Waterslide paper from The Magic Touch. It works with most laser printers and once printed works just like the old Airfix transfers. Put a condition in you T&C's that they should not be used for actually playing and perhaps supply them with a plastic presentation case so that they do not get damaged. Water slide paper comes in clear and white
