How would i do this?

Hi all,

I have had a request to quote for 60 shirts for national express.
They want Black T shirts and have given me a diagram of what is required.
How would i do this?
I was told it was just text, and was set to use my plotter.
But it is colours and hundreds of letters.
Would i use a transfer paper and sublimate? How do i get white on black this way?
