In this case conversation is not about “the best press” but the cheapest.
You can get small A4 swing away press from coralgraph if they still have it. Otherwise nothing else will be available. Maybe iron from argos (joke!)

If you want “the best” you will need add at least one more 0 to your budget.

You may be very lucky and find a used "best" one on Ebay for that money.

Fit for purpose heat presses cost between £500 and £1500+.

There are plenty of cheapies on ebay from about £150. Some will last ok, some will break after a few presses.
A £150 press might get you in the business, but it will be completely hit and miss. It might be worth a punt, but if it breaks then you are out of the business until you get a replacement or buy something better.

No one can 'recommend' one of these cheap presses, we can just point you towards the 'cheapest'.

One thing I have noticed from your post is that you have not mentioned what it is that you want to print on, unless you are wanting a multiple use heat press that would do t-shirts, mugs etc.

I started on doing mugs and I found a heat press that was ideal for my needs, it was a PIXMAX press and it was cheap from Monstergroup.co.uk, they sold the heat press and 72 mugs as a package. This was 6 years ago and cost me £150 inclusive of vat, the press is easy to use once you have set it up.
I'm not a complete idiot...... some part's are missing.
