You need to be a premium member to sell on DSF
As I am on Tapatalk so have no idea if you are or not, but that is the most likely reason.

Yes it’s £10 per year. Normally you can select for it to automatically renew but I know Justin has had issues with that in the past.

As Simon said yes you need to be a premium member. Membership is renewable annually.
