screen printing transfer company wanted

Hi all im looking for screen printing company that do screen printing transfers and send them in post ready to be transfered I found one looks good but got payset up fees do they all charge fee

My mate runs a screen print company.
I know he has a set up fee of about £10-£15 a screen (I think) there is a lot of work that goes in to setting up of a screen and all the micro adjustments (it's where their skills and experience shows)
They need to set up one screen for each colour.
