Yes that is the paper, however I print 1000's of cotton shoppers with this stuff, although there is a residue left behind it is not as obvious because of the natural colour.

There is a paper by Target Transfers that does not leave any residue at all, however that particular paper is not great for washing, which may not be a problem for the item you are talking about.
