They already seem to have licensed thier designs for t-shirts and mugs for the UK, and they're available here:

Are they wanting to license to you also?

Charliebiteme have the legal rights to all the mugs,I think t shirts will appeal to women more then men .These images are on all sorts of items, fridge magnets, bottles etc but not on t shirts except what this company did last year

If it's all legit then go for it, though I question advertising the fact that the license may be open to offers on a public forum- surely you should be playing the cards c;loser to your chest until things are signed off (unless they are already)

the licences is all sown up legal, not by me ,I just don't know if this has a following to apply time and effort to help get it going is my point. Don't even know if it worked for the other guys who tried last year.i know the artist has tied all the mugs up and this character is popular, its even on Amazon on sublimation items, but must be me being old that does not see the cult following of this character. It is very popular in the USA

What are the terms of the license - is it just t-shirts you can do, and just to UK, or worldwide? can you sell online? How long is the license for?

I suppose you need to ask yourself why the previous licensee decided not to continue - if they were making good money on the deal, then surely they'd renew and keep going.

If you want to look at licensing designs/artwork, then I would recommend going to Brand Licensing Europe in October to see what else is available for you, and decide what's going to be best to invest your time and money into.

Having millions of followers on facebook is fine when all you have to do is click a like button, but to actually buy something is different perhaps? A licence would cost a fair bit!
