I could be wrong and barking up the wrong tree but when I screen printed anything in the past we had to be very careful about which inks to use. Sub inks and coatings might be fine - strange though that they don't come with any safety advice on.

I thought about doing jigsaws for young children but was a little nervous whether the finished article would pass a health and safety test. I think baby/young childrens toys have to have a kitemark or pass an EN71 test. I don't know much about sub ink, or the coatings used, but none of these have kitemarks or test certs of any kind on the packaging

I believe that Sawgrass sublimation inks and all of the mainstream sub coatings have undergone rigorous testing by the US Food and Drug Administration because they are, of course, used on mugs. My understanding of the chemistry of polyester is that it is a fairly chemically inert substance, and hence no safety documentation is needed for polyester products.
