Dots on prints

Hello, we are printing mugs but having problems with the printer printing dots onto the paper, this can be see pre press.

We are using Epson ET 2700 with sublisplash inks, we have tried a number of different papers and print setting but cant seem to stop this happening.

Any ideas what is causing this?
