Any cutter, even a Chinese one will cut ultra small, given you place correctly your vinyl- align and flatten, use a sharp knife and use a low cutting speed for small details. My 1260mm Liu cutter cuts as any brand cutter, though i have to admit i am an experienced CNCmaker and i dissassemble it a bit, tightened and alingned all linear movement properly. It was a bit flimsy and not tight enough to my liking. Carriage needed aligning. 5 min job that turned it into a beast. I was even tempted to change the stepper to servo and the carriage to Hiwin, but it works great for what it is as it is.
