We have SG400's and SG3110DN's and all behave perfectly. We print a great deal of light coloured vector based artwork so any issues would show up straight away.

Okay so there is definitely a fault somewhere. Strange that I've seen it happen in two separate sg400's and other people have reported this problem.

Would that be a software or hardware problem?

ICC or Powerdriver ?. Worth printing a gradient that includes your problem colour, strange things can happen with colours outside the printer colour capability. Are you printing anything else ?.

just printed it on my 3110 its a smooth as a babys behind, id say you have either an ink issue or a settings issue.

I tried changing the speed settings in powerdriver but that didn't really make any difference. Sawgrass are currently looking into it, they aren't sure what's going on with it.
