Banding at the bottom of the page sounds like the ink is not being replenished to the cartridges quickly enough. There may be a blockage in the tubes/ cartridge where some ink does get through but not enough to keep the print perfect.
Edit: Have you put in the genuine cartridges to prove the printer is fine and it is the ink flow of the sublimation system causing the problem?

Does the situation improve when just using the refill carts and not the CISS?

Banding can also be caused by a computer to printer data error.
I do get this myself sometimes, normally when I send 20+ pages to the printer. I have never bothered to try and fix it as it does not bother me that much but exactly the same as what you are describing happens to me. The printer stops printing and sits there flashing. Eventually it prints a little bit then spews the paper out.
I am using a Ricoh so if the problem is a data error the Epson is not at fault.
I am running Windows 7 Ultimate.

Hi there sorry for long delay been in rehab for Epson 1400 Printers........................ still trying to sort out printer, still getting blocked nozzles will check print again when working properly.
This print problem did happen before even when the CISS was ok its when it comes to the edge of the page and slows down it seems to over print for some reason
