I don't think you can sub on them as it will affect the strength. You aren't even supposed to stick things on them according to the manufacturers I have spoken to.

I like your thinking, but in terms of safety it is not a good idea to mess with PPE. I would be wary of going along this route, or at least be checking with your business insurance policy as to whether you are opening up yourself to a whole load of grief if someone wearing one of your decorated hats get injured and you get sued. (health and safety law is one of the few parts of UK law where you have to prove you're innocence, rather than the HSE prove you are guilty!)

... if these hats are for purely decorative/fun use and not for actual PPE use, then it will be fine. But, then no one would want to use proper (expensive) PPE for a fancy dress party, especially if decorating it may render it useless.

I have supplied printed kiss cut stickers to a few construction companies who have never questioned the legality. In actual fact many of the hard hats actually have a flat space specifically for printing or a sticker.
My only advice would be to print circular stickers on a car vinyl wrap material (the thinner the better). The curve and thinness helps with placing the sticker nicely on the hat.
If you need kiss cut stickers to any shape and size I have a print and cut Versacam and would be able to do you a deal

I used to be a sewer technician and was often down wells up to 150ft so we always had to wear full PPE, i.e. Full breathing Tanks and hard hates etc etc. We had our helmets made for us to size for deep wells and we were supplied with standard hats for smaller wells. Standard hats were left on our vehicles (Full PPE we took everywhere as our own personal equipment) and came supplied with identity stickers that we could peel off the hats according to our team number for that day. So for example, Monday I might be with team 1 and my number in that team would be 2B (team member 2 Backup). A bit like firemen helmets where you could easily recognise who was who in the group.... anyway, Im waffling now... the point I wanted to make was that we were supplied with stickers that we could peel off and re-use or just throw away. The idea of using solvents (even some marker pens) on hard hats is risky as it can affect the strength. ALL hard hats even come with an expiry date on them. After that date, they should not be used. Check them and see.... its true!
