Try Gimp.
You can print from anything (e.g. Word) and import, resize a jpg easily there - PowerDriver deals with colour management from ANY software on the PC.

Can you not download Adobe trial to keep you going?

At least you'd be learning whilst you wait

The Gimp is normally very reliable as long as you choose a pre-built installer for your version of windows. If you just want to print a picture on a mug then something like the free Irfanview image software can open and resize/crop most images and then send to the printer.
