Sounds like a screen printing job - unless these items are now laser printable.

I used to print them ages ago - they were screen printed in sets of 4 at a time. Online prices just went stupid, everyone was churning them out for next to nowt, so I stopped doing them:

Never used this company before but high up on the google searches:

Probably not the cheapest either.

How about laser transfer? Not sure if it would take to vinyl or not but worth asking the suppliers.
Alternative is Hot Foil Printing, which means having to buy a printer but it can be used for other things such as plastic business cards.
As for window stickers, laser cling film could be an answer.

Still think they are screen printed - your not going to get anything elaberate going through a laser printer - just flat media.

The only one you'll be able to do is sheets of self cling but you won't be able to print white.

used to be able to get tax disc holders for the oki lasers, but dont think they do them now.......well I ain't seen any for a while now
Easiest way would be is to print the design and cut it into a circle about 20mm wider than a tax disc in static cling, put the tax disc onto the static cling and apply it to the windscreen.
Could do this easily on the versacamm
