I need to sublimates a client’s logo on both vest shoulder straps and a design in the centre. The issue I am having is that the hems on either side of the shoulder straps are not sewn right at the edge thus when washed the hems can lift and a little white space can show which the client does not like.

Does anyone know a way round this or is anyone aware of a fully sublimatable vest that has no raised hems on the outside?

Par for the course when offering an edge to edge print on a pre made garment, I'm afraid. Your only real option is to come up with a more suitable design.
If the customer wants an all over print then he has to shell out for a custom made garment.

Yes, only real way for all over print, is to print the fabric first before cutting and sewing into the garment
