Check the paper print, there is probably banding on it. Print out a nozzle check make sure there are no missing bars.

Ok, you have to find of the issue is with mug or the paper/printer. So if you take your image that you have printed, print it again but this time turn it 90 degrees and print the mug again, hopefully you have a clear space so you can use the same mug again. If the lines are vertical the problem is probably the printer/paper. If the lines are horizontal again..you are looking at the mug coating or the press.

do you think anything to do with heat press pressure for mug or temperature etc?

Heat and pressure problems usually produce fading or poor colours. So the edges would not print or print poorly or there could be patches within the art. To be honest I would be blaming the printer initially, looking at poor ink flow.. Depending on the printer...do you have the little bungs removed from the carts to let the air in. That kind of thing.
What you have is very consistent across the image. So if it is not the printer might be the coating on the mug or paper.

Those lines are very 'definite' so I would expect if it's the printer you'd see the lines clearly on the print, what mug press are you using? Could be element marks...is your pressure too high?

If there's no sign of lines whatsoever (look closely) then it has to be the press.

Which inks? Have you set your software and printer settings up properly? Profile?

My money's on the printer.
