Is it possible to print (using mug press) the whole height of the mug as shown here?

Yes, with a decent mug press full wrap is achievable. The usual issue that causes a problem is that the mug edges aren't straight. The mug tapers a little at the top edge. A good press allows for this.

just move the mug up the press and press the bottom part of the base

The main issue is incomplete Transfere around the bottom as the ceramic base draws out heat.
If you put an inch of boiling water into the mug to pre heat it for a minute before emptying drying and pressing it is usually good.

I've found with my heat press that this is unnecissary because the heat press starts at 110c and climbs up to 180c before starting the timer so the mug get's pre heated and the bottom comes out great.
You should contact Martin as he has this model that I'm using.

The DF1 mug press from Martin is great, most of my mugs I do a full wrap on with no problems. I have images on my gallery that you can see.
