I believe it to be 'exported from China', but I'm no expert. The vast majority of our mugs don't come from China anyway but there are a lot of suppliers that do source them from there.

I think the pertinent term is 'provisionally', but as regards the lower rates, how many of those companies supply sublimation mugs as opposed to ceramic kitchenware which is much more popular.

At the moment, until this duty becomes operational, I don't know.

I have had it confirmed from HMRC that it is 'made in China'. Doesn't matter where the goods are exported from as it depends on the origin of the manufacture. This will have a significant impact on all mugs made in China.

So obviously the prices will go up.
But will it also lead to a shortage of mugs, because it will be easier/cheaper for them to export to other countries

A few questions...
When does this come in to effect? I know Martin you are getting some in January. Will these be at the new price?
Also, presumably you, along with many others will simply switch to another country that makes coated mugs? For example India or Thailand (both of which offer a similar quality and standard), although eventually I suspect that HMRC will impose the same duty on those countries also which will possibly will lead to TAMS resurrecting itself

nothing futuristic here. It CAME into effect in November so all mugs originating from China landing at UK port are subject to the added duty already. Just depends when UK suppliers had their consignments hitting UK soil. Personally I see this impacting on the large wholesalers and lots of suppliers who source from China of which there are many (including those you deal with Simon), and I'd be confident to include alot of eBay sellers. The net effect is that cheap end mugs will increase in price. Several other suppliers will have to push their prices up as they are in collaboration with the big wholesalers.
As for us, I'd be looking to keep our bright white mugs at roughly the same price in January. After that we will need to review if its worth stocking them anymore as the price differential between those and our standard mugs (which are not made in China) will be less significant.
