To rip, I use DVD Decrypter. It's not been updated for 7 years, but it does the job (it won't do very modern commercial DVDs, but you're not asking for that).

That creates an MPEG2 file (VOBs are just MPGs in series split to under 1GB suitable for DVD) which you can then edit in any suitable MPG editor if you're so inclined. I use MPG2CUT2 to add MPEGs together, and trim them up. It's quite basic but it does what I need.

To turn them into iPod/iPad suitable files, I use Handbrake (who doesn't?).

DVDFab (http://www.dvdfab.com/) is an all-in-one solution that seems to work. I ran the trial a little bit back, but didn't go further because I didn't want to pay. Actually, that's not true. I don't mind paying, but I do mind paying every year. You may want to run the trial (you get 30 days free, I think) to see if it's any use to you.
