the paper ive bought is 23.8 x 9.8 cm what you reccomend i print at to make it right?

I cannot suggest as all mug presses are different - thats up to you to judge with trial and error.
It also depends on the make and size of the mugs used.

Johns right re experimenting the only way I can put it is to make sure when you print your image it sits well within the edges of the press, not right up to the edge if you know what I mean.

it just seems no matter what i do, the edges seem to fade toward the handle.

Top and bottom of the mug is fine ggrrr lol

Do you tape the paper to the mugs ?

Come in 25mm from handle on both side and if top and bottom are a problem 5mm. This should be a starting point and work it out from there. If you still having problems near the handle you either haven't got the press set up properly, your times/temp are wrong, or you're using think/heavy mugs that aren't getting enough heat in that area.

This is all trial and error - we all did this in some way when we started.

And by the way - I've just spilt hot tea all over my work bench while measuring 25mm away from handle - thought it was an empty mug :redface:

ive just printed one at 21cm width which is much better :redface: although the botthe went funny lol so gonna try a 21cm width by 9cm length next!
