I have seen those as well,
i did wonder if they were vinyl (seen glasses with vinyl on) but it does say they are printed.

There may be over spray but they aren't specifically coated. There were a couple of members here that did the solvent stickers from memory, but this may help:

I can offer eco solvent ink printed decals/stickers (call them what you will) on clear or white vinyl to forum members if it helps. Full colour printed on a Versacamm.

Sorry for my ignorance, but what is a pad printer, please? Where does one get one from, and how much are they?

James, just google pad printing, and you will find thousands of entries, close to the top will be you tube videos explaining the process, and further down equipment sellers, but its not something cheap as such - but google and you will find
