Though if it were a scam, they could send nice good quality blanks (or other requested product) as the sample, and then something completely different for the actual big order.

This is just one of the methods of checking out the supplier. Contacting, sampling, web searching etc. still all need to be done in order to check them out. There is no way to be 100% safe when buying from China though, sadly!
