I don't think that would hold up in a small claims court otherwise you could label any non-CE compliant item as "Novelty".

Never really thought of jigsaw puzzles as a toy unless you are targeting them as that to children. Unless you're doing that and making it clear not suitable for children, I wouldn't worry about it. Maybe worth actually asking all the suppliers why they are selling us blanks in that case.

I know of one printing company taking a major uk sublimation supplier to court about this non CE compliant issue after they literally spent over £12k on items recently. So be warned. Just one incident or complaint by a customer to trading standards about something you're selling that is not compliant could see your house of cards come tumbling down.

Puzzles under 500 pieces are classified as toys and as such need to be tested to toy safety standards, (EN71-1/2/3) - im currently getting some tested at present - costing me a bit to get one tested as having to test all the ink used and such as well initially.
