simple answer: NO
photoshop can open some vectors but this is not vector software. Fo working on vectors i would recomend inkscape. its free. comercial ones corelDraw. or illustrator

I use Photoshop to create my images ect, and then use Vector Magic to convert them, works like a charm every time for me and have been using VM for ages, good proggy.

Ive got coreldraw quite like it took some getting use to mind after being use to using Photoshop for a few years , just trying Inkscape now out of curiosity

i only have photoshop where did you get vector magic as I would like to convert my facebook designs to vectors, the cutter i ordered comes with a year of signcut can i do it with this?

Personally, I've been playing around with Inkscape. I come from an IT background and I use photoshop a lot because of photography.
I did use Corel draw many, many years ago (We're talking late 80s - my Stepdad is a Maths professor so we were brought up with stuff like this). I've never been the biggest fan - if you think in vectors, it's great, but I don't. I guess I'm a smooth curves sort of guy. I have a copy of Corel Draw here, but I'm struggling to use it.
Inkscape is really easy to use if you've done the hard work already with getting down to 2 or 3 colours....... I take it we're talking vinyl cutting btw? Embroidery digitizing is another beast!
I was going to put a "how-to" together, but I think this youtube video explains all....

If you have Coreldraw then persevere with it. Looking at the Inkscape video there is nothing there that the trace bitmap option in Corel can not do, having used most tracing programs I have found that Corel is pretty much the best one as you have more control on colour merging etc.
